Two Washington, D.C. City Council members proposed a remarkable change in utility regulation last week. Mary Cheh and Charles Allen introduced a bill to create a Distributed Energy Resource Authority (DER Authority): a first-of-its-kind regulatory body that would be empowered to undertake traditional utility planning functions, and with a specific mandate to assess any proposed utility grid investment greater than $25 million and open it up to competitive bids.

The plans development was a fully collaborative process among the many diverse stakeholders of our community: County staff, community groups, experts from the business community and academia, and a wide range of individual Miami-Dade residents. During the course of the year, nearly 100 public meetings were held, and approximately 360 new and existing initiatives were evaluated.

Wind and solar are now cheaper than virtually anyone predicted, and renewable technologies have reached an inflection point: Rapid cost declines made renewable energy the cheapest available sources of new electricity, even without subsidies, in 2017.  In many locations across America, building new wind energy projects is cheaper than running existing coal-fired power plants.

In the first week of March 2016, the Division of Environmental Resource Management (DERM) of Miami-Dade County released a report showing that water from the cooling canals at FPL’s nuclear power plant, located at Turkey Point, is contaminating Biscayne Bay. The canals are also contaminating the Biscayne Aquifer, which is an underground water storage area that is the sole source of drinking water for millions of South Florida residents. Hypersaline (super salty) water laden with tritium (a radioactive isotope), phosphorous, and ammonia is passing through our porous limestone geology and into our water both above and below ground.

A radioactive isotope linked to water from power plant cooling canals has been found in high levels in Biscayne Bay, confirming suspicions that Turkey Point’s aging canals are leaking into the nearby national park.

The National Academy of Sciences defines “resilience” as the ability to prepare and plan for, absorb, recover from, and more successfully adapt to adverse events.  Since the September 2017 DOE NOPR to FERC, the energy industry has been working overtime to better define resilience.  FERC unanimously set aside the “90 days on-site fuel storage” provision espoused by DOE and opened a new docket (AD18-7) to more fully examine the current state of grid resiliency, asking the nation’s seven RTO’s and ISO’s to provide their definition of resiliency relative to the bulk power system by March 9.  Those ISO/RTO comments reflected regional variances as expected while sharing a common thread of the paradigm shift underway from central station power plants to more distributed generation . . .

Valuing the Resilience Provided by Solar and Battery Energy Storage Systems

Summary:

Researchers from NREL and Clean Energy Group found that placing a monetary value on the ability of solar+storage to avoid losses during grid outages can significantly impact project economics and system design. Using data from Southern California Edison, researchers analyzed the economic case for solar+storage for three customer types (school, office building, and hotel) in Anaheim, California. In each case analyzed, larger PV and battery storage systems were found to be economical when the value of resilience is accounted for.

Puerto Rico Energy Commission Opens Docket on Microgrids and Distributed Generation

Puerto Rico’s energy commission has opened a docket to investigate ways to encourage microgrids and distributed generation to build an energy system with more fortitude against hurricanes.

Island officials described the docket this week in testimony before the U.S. Senate Committee on Energy and Natural Resources. Half of the island’s population remains without power two months after Hurricane Maria’s strike.

President Donald Trump’s administration has vowed to revive the coal industry, challenged climate-change science and blasted renewable energy as expensive and dependent on government subsidies.

And yet the solar power industry is booming across Trump country, fueled by falling development costs and those same subsidies, which many Republicans in Congress continue to support.

Data provided to Reuters by GTM Research, a clean energy market information firm, shows that eight of the 10 fastest-growing U.S. solar markets between the second quarters of 2016 and 2017 were Western, Midwestern or Southern states that voted for Trump, with Alabama and Mississippi topping the list. And solar firms are ramping up investments in these regions, signaling their faith that key renewable energy incentives will remain in place for years to come.
